Rules for Registration Limited Special Dispensation for Applicants, Candidates and Registered Persons, 2025 : Effective 1 August 2025 to 30 July 2027

3. Summary of Exemptions

3.1.Exemption 1

Exemption from section 4.7.4. of the Rules for Registration as follows:

 

(a)threshold of 50% score when assessed against the new approved competency standards frameworks .

 

(b)Requirement to achieve three Council specific competencies exempted, namely:
i.Diversity Equity and Inclusion
ii.Sustainable Development and Environmental Protection
iii.Digitisation

 

(c)The affected Registered Persons who had gaps identified in their assessments will be required to undertake CPD programmes to address these gaps. This will ensure that they develop the competencies they lack, as part of their CPD cycle. These Registered Persons will be required to undertake a competency assessment at the end of their CPD cycle to confirm their registration status.

 

3.2.Exemption 2

Exemption from section 4.4.7. to 4.4.9 and 4.4.12 and 4.4.13 of the Rules for Registration as follows:

 

(a)Exemption from educational qualification requirements under the Rules for Registration, namely:
i.Registration Criteria for Professional Construction Project Managers: acceptance of NQF Level 7 instead of NQF Level 8
ii.Registration Criteria for Professional Construction Managers: acceptance of NQF Level 7 instead of NQF Level 8
iii.Registration  Criteria for  Professional  Construction  Health  and Safety Agent: acceptance of NQF Level 6 instead of NQF Level 7
iv.Registration Criteria for Construction Health and Safety Categories: acceptance of the NEBOSH International Diploma in Occupational Health and Safety as equivalenced by SAQA, whether previously aligned at NQF Level 8 or currently recognised at NQF Level 7.

v.Registration Criteria for Construction Health and Safety Officer: acceptance of SAMTRAC NQF Level 5
vi.Registration Criteria for Professional Building Inspector: acceptance of NQF Level 6 instead of NQF Level 7
vii.Registration Criteria Construction Health and Safety Manager acceptance of NQF Level 5 instead of NQF Level 6
viii.Registration Criteria for Construction Health and Safety Officer: acceptance of SAQA-accredited courses aligned to Unit Standards 117701 (Apply principles of occupational health and safety to a work unit), 120303 (Apply the principles of occupational health and safety risk management), and 244283 (Facilitate the development, implementation and maintenance of a Safety, Health and Environment management system) at NQF Level 5, including but not limited to SAMTRAC, SHEMTRAC, or equivalent.

(b)Those individuals exempted will be required to obtain the required educational level for their registration category within their 3-year CPD cycle following their provisional registration.

 

3.3.Exemption 3:

Exemption from section 4.5 of the Rules for Registration as follows:

 

(a)Exemption from educational qualification requirements under the Rules for Registration, namely, SACPCMP Accredited qualifications

 

(b)Recognised qualifications will be accepted without an Educational Evaluation.

 

(c)Applicants with these qualifications will automatically be required to complete all the Initial Professional Development (IPDM) modules relevant to their registration category as part of their first 3-year CPD cycle.

 

Application of Exemptions to Candidates

 

3.1.Only exemptions 2 and 3 provided in the Limited Special Dispensation Notice 803 of 2025, including exemptions relating to qualification thresholds, shall apply equally to candidates under the Rules for Registration as gazetted except for Candidate Construction Project Manager (Can CPM) and Candidate Construction Manager (Can CM). The exceptions under exemption 2 for Can CPM and Can CM will be as follows:
3.1.1.Acceptance of NQF Level 6 instead of NQF Level 7 under the Gazetted Limited Special Dispensation

 

3.2.Candidates registered under LSD exemptions will be subject to the provisional registration conditions and compliance requirements as stipulated in the Notice 803 of 2025.

 

3.3.All reference made to 3-year CPD Cycle under Board Notice 803 of 2025, will refer to the first 3 years of the candidature period.
