| (1) | Subject to subsection (2), the Minister may in writing delegate any power vested in him or her by or under this Act. |
| (2) | The Minister map not delegate the power— |
| (a) | to make regulations; |
| (b) | to issue directives under section 41; |
| (c) | to intervene under section 63; |
| (d) | to appoint members of a water board; |
| (e) | to prescribe policy; or |
| (f) | to expropriate. |
| (3) | A Province may in writing delegate any power given to it by this Act. |
