| 5.1 | The licensing body shall assess recommendations from the Training Providers prior to issuing a licence. |
| 5.2 | The licensing body shall issue a licence to a learner found competent against a skills program, part qualification or qualification. |
| 5.3 | The licensing body shall independently assess the competence of the learner. |
| 5.4 | Department of Employment and Labour (DOEL) and QCTO will audit the licensing body. |
| 5.5 | The licensing body shall develop assessment process approved by DOEL, Transport Seta (TETA) and QCTO. |
| 5.6 | Once the National Code of Practice is published, the licensing body should be ready to implement the requirements for issuing temporary licences and licences within a year of publication of this National Code of Practice. |
