In addition to any offence contained in section 58 of the Act, a person commits an offence if they contravene or fail to comply with—
| (a) | regulations 4(1), 5, 6(1), 6(7), 7(1), 7(3), 8 or 9; or |
| (b) | a lawful instruction of an authorised official. |
