Development Bank of Southern Africa Act, 1997 (Act No. 13 of 1997)

The directors may in their discretion from time to time raise or borrow from the members or other persons any sum or sums of money for the purposes of the Bank, subject to the leverage ratio not exceeding two and a half (2,5) times the sum of its authorised share capital and reserve fund.
