| (1) | Any applicant who is dissatisfied with any decision of the Committee may appeal to the Minister by serving a written notice within 30 days after being informed of the Committee's decision. A copy of the notice of appeal shall be lodged with the Committee. |
| (2) | Within 21 days after the service of the notice of appeal, the applicant shall submit to the Minister his or her Written grounds of appeal. |
