| (1) | The Minister may delegate to the Director-General any of his or her powers or assign any of his or her functions conferred or imposed on him or her by this Act. |
| (2) | Any delegation contemplated in subsection (1)— |
| (a) | may be made subject to such conditions as the Minister may determine; |
| (b) | must be in writing; |
| (c) | may be amended or withdrawn by the Minister in writing; and |
| (d) | does not prohibit the Minister from exercising that power or performing that duty. |
| (3) | The Minister may not delegate the power to— |
| (a) | make regulations; or |
| (b) | appoint a member of the Board. |

| (a) | The Minister may issue a directive to the Director-General regarding the delegation contemplated in subsection (1). |
| (b) | The Director-General must comply with the directive contemplated in paragraph (a). |
