means—
| (a) | the purpose of the vote, the description of the relevant main division and the description of the relevant appropriation in Schedule 1 or 2; and |
| (b) | the classification of the relevant appropriation as current payments as per one of the three categories, payments for capital assets, payments for financial assets or transfers and subsidies; |
